「竹島の日」～Takeshima Day

 　韓国の不法占拠が続く竹島（島根県隠岐の島町）の早期返還を訴えるため、島根県などは「竹島の日」の22日、松江市で節目となる20回目の記念式典を開いた。
　一方、韓国外務省は同日、式典開催と日本政府が政務官を派遣したことに対し、在韓国日本大使館の実生泰介総括公使を呼び抗議した。
　不法に占領している韓国から抗議を受けるということ事態おかしなことですね。弱腰外交としかみえませんけれど日本政府が「竹島の日」の式典に閣僚を派遣しない背景には、いくつかの要因があるようです。 

1. 日韓関係のバランスを考慮
　竹島（韓国名：独島）をめぐる領有権問題は、日韓関係の中でも最も敏感な問題の
　一つです。閣僚級の出席は韓国側の強い反発を招き、外交摩擦が激化する可能性が
　あります。日本政府としては、対話の窓口を閉ざすよりも、他の外交的段で解決を
　図る姿勢を取っている可能性があります。  

2. 過去の対応との継続性
　2013年以降、政府は一貫して政務官を派遣する方針を維持しています。これは、
　国内外に対して竹島への立場を示しつつも、韓国との全面的な対立を避けるバランス
　を取る戦略と考えられます。  

3. 国際社会へのアプローチ
　日本としては、国際法に基づいた解決を目指しており、例えば国際司法裁判所（ICJ）
　への提訴を検討してきました。しかし、韓国はこれを拒否しており、日本政府は国際
　世論の支持を得る形で解決を目指す方針をとっています。
　閣僚を派遣するよりも、国際社会に対する法的・外交的なアプローチを重視している
　可能性があります。  

4. 国内向けの配慮
　政府があまり強硬な姿勢を取ると、韓国側の反発だけでなく、日本国内の意見も分か
　れる可能性があります。特に経済面や安全保障面での日韓協力が求められる中、竹島
　問題を過度に政治利用することで、逆に国益を損なうことを懸念している可能性もあ
　ります。  

結論 
　日本政府は竹島問題を軽視しているわけではなく、外交的な戦略の一環として「政務
　官の派遣」という形を続けていると考えられます。
　日本国民の多くは竹島問題を知っており、日本の領土であるという認識は強いもの
　の、日常的に強く意識しているわけではありません。特に若年層では関心が薄れが
　ちですが外交問題として時折ニュースになれば再び注目されることもあります。
　国民の意識を竹島にもっと向けることが必要なのかもしれませんね。そうすれば
　政府も動き出すかもですね。

Shimane Prefecture and others held the 20th anniversary commemorative ceremony in Matsue City on the 22nd, "Takeshima Day," to appeal for the early return of Takeshima (Okinoshima Town, Shimane Prefecture), which continues to be illegally occupied by South Korea.

Meanwhile, on the same day, the South Korean Ministry of Foreign Affairs summoned Minister-General Mio Taisuke of the Japanese Embassy in South Korea to protest the holding of the ceremony and the Japanese government's dispatch of a parliamentary vice-minister.

It is strange that South Korea, which illegally occupies the island, protested. Although it seems to be a weak diplomacy, there seem to be several reasons behind the Japanese government's decision not to send a cabinet minister to the "Takeshima Day" ceremony.

1. Considering the balance of Japan-South Korea relations

The territorial dispute over Takeshima (Korean name: Dokdo) is one of the most sensitive issues in Japan-South Korea relations. The attendance of a cabinet-level official could invite strong opposition from South Korea and intensify diplomatic friction. Rather than closing the door to dialogue, the Japanese government may be taking a stance of seeking a solution at other diplomatic stages.

2. Continuity with past responses

Since 2013, the government has consistently maintained its policy of sending a parliamentary vice-minister. This is considered to be a balanced strategy of avoiding a full-scale confrontation with South Korea while expressing its position on Takeshima to the domestic and international community.

3. Approach to the international community

Japan aims to resolve the issue based on international law, and has considered filing a lawsuit at the International Court of Justice (ICJ), for example. However, South Korea has rejected this, and the Japanese government is taking a policy of seeking a solution by gaining the support of international public opinion.

It may be that the government is prioritizing a legal and diplomatic approach to the international community rather than sending a minister.

4. Consideration for the domestic community

If the government takes too strong a stance, it could not only cause backlash from South Korea, but also divide opinion within Japan. With the need for Japan-Korea cooperation, particularly in the areas of economy and security, it is possible that the government is concerned that excessive political use of the Takeshima issue could damage national interests.

Conclusion

The Japanese government is not neglecting the Takeshima issue, and it is believed that it continues to send political officials as part of its diplomatic strategy.

Many Japanese people are aware of the Takeshima issue and have a strong awareness that it is Japanese territory, but they are not very conscious of it on a daily basis. Interest in the issue tends to wane, especially among younger generations, but it can sometimes be brought to attention again if it occasionally appears in the news as a diplomatic issue.

It may be necessary to focus the public's attention more on Takeshima. If that happens, the government may take action.
