Sea Powerと Land Power

 

ユーラシア大陸のほとんどを占有するロシアと中国。ウクライナ侵攻や南シナ海問題等様々な物議を醸しだしている両国。なぜ、こんな近くの国が共産主義国家になってしまったのかが疑問でもありました。

そんな中で地政学を紐解くとSea Powerと Land Powerという括りから様々なことが見えてきました。それでは書き出したいと思います。

◆Sea Power（海洋国家）と Land Power（大陸国家）

　地政学におけるSea Power（海洋国家）と Land Power（大陸国家）という概念は、主にアメリカの海軍軍人・戦略家である アルフレッド・マハン（Alfred Thayer Mahan）や、イギリスの地政学者 ハルフォード・マッキンダー（Halford Mackinder）の理論に基づいています。

1. Sea Power（海洋国家）

　・代表例：イギリス、アメリカ、日本（近代）

　・特徴：

  　海上貿易と海軍力を基盤とする

  　自由な市場経済や資本主義が発展しやすい

  　外交的には海上覇権を維持するために同盟関係を重視

  　民主主義・自由主義の政治制度を採用しやすい（例：イギリスの議会制民主主義）

  

  　理由：海洋国家は貿易を通じて他国との交流が不可欠であり、開放的な経済体制
　　　　や法治が求められます。結果として、個人の自由や市場の競争を重視する自
　　　　由主義的な価値観が生まれやすくなります。

　2. Land Power（大陸国家）

　・代表例：ロシア、中国、ドイツ（第二次世界大戦前）、モンゴル帝国

　・特徴：

  　陸軍を中心とした軍事力

  　資源や領土を重視し、中央集権的な統治を行う

  　自給自足的な経済体制を志向しやすい

  　国家主義や全体主義、権威主義が強くなりやすい

  

  　理由：大陸国家は広大な土地を統治するため、強力な中央政府が必要になります。
　　　　特に外敵の侵入を防ぐために統制が求められ、国家による計画経済や強権的
　　　　な支配が発展しやすい傾向があります。

◆自由主義と共産主義の発展との関連

「Sea Power から自由主義が、Land Power から社会主義（共産主義）が生まれた」
　という説には 一定の信ぴょう性があると思われます。

◆自由主義（資本主義）の発展

　イギリス（海洋国家）は世界初の産業革命を起こし、自由貿易を推進

　アメリカ（海洋国家）も市場経済を発展させ、民主主義を定着

　海洋国家は交易を重視し、市場経済を発展させるために自由主義的な価値観を受け
　入れやすかった

◆共産主義（社会主義）の発展

　ロシア（大陸国家）：帝政ロシアの強権的な支配と貧富の格差が原因で 1917 年に
　　　　　　　　　　　共産主義革命（ロシア革命）が起こる

　中国（大陸国家）：封建的な支配構造と西欧列強の侵略に対抗するため、1949 年
　　　　　　　　　　に共産党が政権を掌握

　理由：大陸国家は伝統的に強権的な統治を行う傾向があり、社会の不満が蓄積する
　　　　と、大規模な革命（社会主義・共産主義運動）が起こりやすかった

 ◆なぜロシアと中国が共産主義になったのか？

    1. ロシアの共産主義化

　 ロシアは 「ハートランド（大陸の中心）」に位置し、外敵の侵略を受けやすい

　帝政ロシアは農奴制による支配で貧富の格差が激しかった

　第一次世界大戦中に経済が崩壊しレーニン率いるボルシェヴィキ（共産党）が革命
　を成功させた

　共産主義体制は中央集権的な統治と相性が良く、国家主導の計画経済に移行

    2. 中国の共産主義化

　  清朝崩壊（1912年）後の中国は軍閥が割拠し、国内が混乱

　  日本や西欧列強による侵略が続き、国家の統一が困難に

　  国民党（蒋介石）と共産党（毛沢東）の内戦で、農民支持を得た共産党が勝利
   （1949年、中華人民共和国成立）

　 中国もロシアと同様に広大な国土を統治するため、強力な中央集権体制が必要
　 だった

まとめ

　Sea Power（海洋国家）は貿易・資本主義・自由主義を発展させる傾向がある

　Land Power（大陸国家） は中央集権的で強権的な支配が必要になり、社会主義
（共産主義）が受け入れられやすい

　ロシア・中国が共産主義化した理由：

   ロシア：農奴制の格差・戦争による混乱・強権的な統治の必要性

   中国：列強の侵略・内戦の混乱・広大な国土の統治の難しさ

　このように、Sea Power と Land Power の違いは、各国の政治体制や経済モデル
   に大きな影響を与えました。

　簡単に言ったらSea Powerは海に出た人間については管理できない。自己責任で自由
   に動き回って国家の監督は受けませんといった立場ですね。
　これに対してLand Powerは基本的に土地は国家が管理する。したがって民衆も国家
   に従ってもらいますよ。広大な領土ですから気候も違い作物の取れ方も違うでしょう
   から豊かな所から税金を取って、そうできない所にばら撒く。集めてばら撒く、国家
   による経済コントロールすなわち”統制経済”をやりたがるといった感じですかね。

　なぜ共産主義国になったのかと言えば、そういう下地がつくられて結果的に共産化し
   たということですね。

　アメリカにもSea Power（共和党）とLand Power（民主党）が共存して戦っていま
  すね。自分でやっていく人を守るのが共和党ですね。貧困層を救うために国家権力を
   強めて集めて分配しようといるのが民主党です。コロナの影響で「もう頑張ってもだ
   めだ」という人が増えてしまったことによって共和党だめだ！トランプやめろ！バイ
   デンだ！なってしまった経緯がありました。日本の中にもLand Power的な思想を持
   った人がいますね。

Understanding geopolitics in this context, various things become clear from the category of sea power and land power. Let me write them down.

The concepts of sea power (ocean power) and land power (continental power) in geopolitics are mainly based on the theories of Alfred Thayer Mahan, an American naval officer and strategist, and Halford Mackinder, a British geopolitician.

1. Sea Power (Ocean Power)

・Representative examples: Great Britain, America, Japan (modern times)

・Characteristics:

Based on maritime trade and naval power

Free market economy and capitalism are likely to develop

In diplomacy, they place importance on alliances to maintain maritime hegemony

They are likely to adopt democratic and liberal political systems (e.g., the British parliamentary democracy)

Reason: For maritime nations, exchanges with other countries through trade are essential, and open economic systems and the rule of law are required. As a result, liberal values ​​that emphasize individual freedom and market competition are likely to emerge.

2. Land Power (Continental Power)

・Representative examples: Russia, China, Germany (before World War II), the Mongol Empire

・Characteristics:

Military power centered on the land

Emphasis on resources and territory, centralized governance

Tends to aim for a self-sufficient economic system

Tends to become nationalistic, totalitarian, and authoritarian

Reason: Continental nations need a strong central government to govern vast tracts of land. In particular, control is required to prevent invasion by foreign enemies, and this tends to lead to the development of state-planned economies and authoritarian rule.

◆The relationship between the development of liberalism and communism

There is a certain degree of credibility to the theory that "liberalism was born from sea power, and socialism (communism) was born from land power."

◆Development of liberalism (capitalism)

Britain (a maritime nation) started the world's first industrial revolution and promoted free trade

America (a maritime nation) also developed a market economy and established democracy

Maritime nations placed importance on trade, and were more likely to accept liberal values ​​in order to develop their market economies

◆Development of communism (socialism)

Russia (continental nation): The communist revolution (Russian Revolution) occurred in 1917 due to the authoritarian rule of Imperial Russia and the gap between rich and poor

China (continental nation): The Communist Party took power in 1949 to counter the feudal rule structure and the invasion of Western powers

Reason: Continental nations have traditionally tended to govern with authoritarianism, and when social discontent accumulated, large-scale revolutions (socialist/communist movements) were more likely to occur

◆Why did Russia and China become communist? 1. The Communistization of Russia

Russia is located in the "Heartland" (center of the continent), and is vulnerable to invasion by foreign enemies

Imperial Russia was ruled by serfdom, and there was a huge gap between rich and poor

The economy collapsed during World War I, and the Bolsheviks (Communist Party) led by Lenin successfully launched a revolution

The communist system is compatible with centralized governance, so it transitioned to a state-led planned economy

In this way, the difference between sea powers and land powers has had a major impact on the political systems and economic models of each country.

Simply put, sea powers cannot control people who go out to sea. They are in the position that people move around freely at their own risk and are not supervised by the state.

In contrast, land powers basically manage the land by the state. Therefore, the people are expected to obey the state. Since it is a vast territory, the climate is different and the crops are also different, so they take taxes from the rich and distribute them to those who cannot. I guess it's like they want to collect and distribute, control the economy by the state, in other words, a "controlled economy."

The reason why it became a communist country is that the foundation was laid and it ended up becoming a communist country.

In the United States, Sea Power (Republicans) and Land Power (Democrats) coexist and fight each other. The Republicans are the ones who protect those who do things for themselves. The Democrats are the ones who want to strengthen the state power and collect and distribute it to save the poor. The impact of COVID-19 has led to an increase in people saying, "It's no use trying anymore," which has led to people saying, "No Republicans! Stop Trump! Biden!" There are people in Japan who have Land Power-like ideas as well.
