憲法改定～Constitutional Revision

 　トランプ大統領の就任から1か月が経過し、その言動が国際社会に大きな影響を与えています。特に、ウクライナとロシアの停戦交渉において、アメリカ主導で進められている状況は、ウクライナにとって予想外の展開となっています。
　さらに、トランプ大統領がウクライナのゼレンスキー大統領を批判し、ロシアのプーチン大統領の主張を受け入れる姿勢を示していることが懸念されています。
　このようなトランプ大統領の行動の背景には、彼の外交政策の特徴が影響していると考えられます。
　トランプ氏は、選挙期間中から「アメリカ第一主義」を掲げ、伝統的な同盟関係よりもアメリカの利益を最優先する姿勢を示してきました。そのため、ロシアとの関係改善を図る一方で、ウクライナのような従来の同盟国との関係が疎遠になる傾向が見られます。
　このような状況下で、台湾有事を抱える日本としては、アメリカ（トランプ大統領）への信頼性に不安を感じるのは当然です。

◆日本が取るべき対応として、以下の点が考えられます。
　1.自主防衛力の強化：アメリカの支援に依存しすぎず、自国の防衛力を強化すること
　　　　　　　　　　　が重要です。具体的には、防衛予算の増額や最新の防衛技術
　　　　　　　　　　　の導入、自衛隊の能力向上などが挙げられます。

　2.多角的な外交関係の構築：アメリカ以外の国々とも緊密な関係を築くことで、外交
　　　　　　　　　　　　　　的な選択肢を増やし、国際的な支持を得ることができ
　　　　　　　　　　　　　　ます。
　　　　　　　　　　　　　　特に、アジア太平洋地域の近隣諸国や欧州諸国との連携
　　　　　　　　　　　　　　を強化することが求められます。

　 3.憲法改正の検討：日本の安全保障政策を柔軟に運用するために、憲法改正を含む
　　　　　　　　　　法的整備を検討することが必要です。これにより、自衛隊の活動
　　　　　　　　　　範囲や役割を明確化し、国際社会との協調を図ることができます。
　これらの取り組みにより、日本はアメリカに依存しない独自の安全保障体制を確立
し、国際社会における地位を強化することができるでしょう。
　アメリカ一辺倒にならず多くの国々と連携していくとが重要だと考えます。
　昔、アメリカはパックス・アメリカーナ（Pax Americana）と呼ばれていました。
パックス・アメリカーナとは、ラテン語で「アメリカによる平和」という意味で、
第二次世界大戦後から現在に至るまでの、アメリカが中心となって主導する国際秩序
を指します。
　アメリカは「唯一の超大国」となり、世界の警察的役割を果たしてきました。
しかし、近年では中国の台頭やアメリカの内政問題（政治的分断、経済格差など）
により、アメリカの影響力は相対的に低下しています。
そのため、「パックス・アメリカーナの「終焉」が議論されるようになっています。
　それに合わせてトランプ政権の「アメリカ第一主義」など完全に内向きな国家に
なってしまっています。
　パックス・アメリカーナの影響力が弱まることで、日本や他の国々も、従来の
「アメリカ頼み」の安全保障・外交政策を見直す必要が生じています。
　その意味からも日本は経済力と軍事力を備えた国家になっていくことが重要に
なると思います。
　それにつけても国のあり方を明確にするためにも憲法改定を早急に進めるべきだ
と思います。

One month has passed since President Trump took office, and his words and actions have had a major impact on the international community. In particular, the ceasefire negotiations between Ukraine and Russia, which are being led by the United States, have been an unexpected development for Ukraine.

Furthermore, there are concerns that President Trump has criticized Ukrainian President Zelensky and is open to the claims of Russian President Putin.

The background to President Trump's actions is thought to be influenced by the characteristics of his foreign policy.

During the election campaign, Trump has advocated "America First" and has shown a stance of prioritizing American interests over traditional alliances. As a result, while he has sought to improve relations with Russia, he has tended to alienate traditional allies such as Ukraine.

Under these circumstances, it is natural for Japan, which faces a Taiwan emergency, to feel uneasy about the reliability of the United States (President Trump).

◆The following points are considered as measures that Japan should take.

1. Strengthening independent defense capabilities: It is important to strengthen the country's own defense capabilities without relying too much on support from the United States. Specifically, these include increasing the defense budget, introducing the latest defense technology, and improving the capabilities of the Self-Defense Forces.

2. Building multilateral diplomatic relations: By building close relationships with countries other than the United States, Japan can increase its diplomatic options and gain international support.

In particular, it is necessary to strengthen cooperation with neighboring countries in the Asia-Pacific region and with European countries.

3. Consideration of constitutional amendment: In order to flexibly implement Japan's security policy, it is necessary to consider legal arrangements, including constitutional amendment. This will clarify the scope and role of the Self-Defense Forces' activities and enable cooperation with the international community.

Through these efforts, Japan will be able to establish its own security system that is not dependent on the United States and strengthen its position in the international community.

I believe it is important to cooperate with many countries and not be solely dependent on the United States.

In the past, the United States was called Pax Americana.

Pax Americana means "Peace through America" ​​in Latin, and refers to the international order led by the United States from the end of World War II to the present. The United States has become the "sole superpower" and has played the role of world police. However, in recent years, the rise of China and domestic problems in the United States (political division, economic disparity, etc.) have led to a relative decline in American influence. As a result, the "end" of Pax Americana has come to be discussed. In line with this, the Trump administration's "America First" has made the country a completely inward-looking nation. As the influence of Pax Americana weakens, Japan and other countries are also required to reconsider their traditional security and foreign policies that rely on the United States. In that sense, it is important for Japan to become a nation with economic and military power. In addition, I believe that constitutional revision should be carried out as soon as possible in order to clarify the country's ideals.
