 　警察庁の発表によれば、2024年の運転免許証の自主返納件数は前年から44,957件増
加し、427,914件に達しました。これは高齢者の免許返納が増加していることを示して
います。
　年齢層別の免許人口10万人当たりの死亡事故件数を見ると、75歳以上の高齢運転者は
75歳未満の運転者と比べ、約2.2倍となっています。この統計から、75歳以上の高齢者
による自主返納が特に多いことが示されています。
　これは、高齢者の事故が問題となっていることを示しています。
　高齢者が運転免許の自主返納を決める要因として、身体機能や認知機能の低下、家族
からの勧め、交通事故への不安などが挙げられます。
　精神科医の和田秀樹氏は、高齢者が運転をやめると要介護リスクが高まる可能性があ
ると指摘し、免許の自主返納を慎重に考えるべきだと述べています。

75歳以上の方が運転免許を更新する際には、以下の手続きが必要となります：
認知機能検査の受検：
対象者：更新期間満了日（誕生日の1か月後の日）時点で75歳以上の方。
検査内容：
手がかり再生：16種類の絵を記憶し、何が描かれていたかを回答します。
時間の見当識：検査時の年月日、曜日、時間を回答します。
結果判定：検査結果により、「認知症のおそれあり」または「認知症のおそれなし」と
判定されます。
高齢者講習の受講：
対象者：70歳以上の方全員。
講習内容：座学や実技講習を通じて、安全運転に必要な知識や技能を再確認します。
運転技能検査の受検（該当者のみ）：
対象者：75歳以上で、過去3年間に信号無視などの一定の違反歴がある方。
検査内容：実際に車を運転し、適切な運転技能が備わっているかを確認します。
注意点：この検査に合格しなければ、免許の更新ができません。

近年、高齢者による運転免許証の自主返納が増加しています。特に75歳以上の高齢者
による返納が多く、これは同年代の事故リスクの高さと関連しています。
自主返納の主な原因としては、身体的・認知的な衰えや家族からの勧めなどが挙げら
れます。また認知機能検査の受検等に躊躇してしまう方も多いのではないかと思います。
一方で、和田秀樹氏は、免許返納が高齢者の生活の質や健康に影響を及ぼす可能性があ
ると指摘しており、個々の状況に応じた慎重な判断が求められます。
　それと足の問題がありますね。過疎化が進んで公共交通機関である列車、バスが運行
しないようになった場合、行政が住民の足の確保ができればいいのですが？そんな諸々
を加味しながら個々で検討していく以外ないのかもしれませんね。

If you are 75 or older and wish to renew your driver's license, you will need to complete the following procedures:

Cognitive function test:

Target: Anyone 75 or older as of the expiration date of the renewal period (one month after your birthday).

Test contents:

Cue recall: Memorize 16 different pictures and answer what was drawn.

Time orientation: Answer the date, day of the week, and time of the test.

Result judgment: Depending on the test results, you will be judged as "at risk of dementia" or "not at risk of dementia."

Attending elderly driver's course:

Target: Anyone 70 or older.

Training contents: Through classroom lectures and practical training, you will reaffirm the knowledge and skills necessary for safe driving.

Driving skills test (only for those who are eligible):

Target: Anyone 75 or older who has a certain history of violations, such as ignoring traffic signals, in the past three years.

Test contents: You will actually drive a car to check whether you have the appropriate driving skills.

Note: If you do not pass this test, you will not be able to renew your license.

In recent years, the number of elderly people voluntarily returning their driver's licenses has been increasing. This is especially true for people aged 75 and over, which is related to the high accident risk of people of this age group.

The main reasons for voluntary surrender include physical and cognitive decline and recommendations from family members.

I also think that many people are hesitant to take cognitive function tests.

On the other hand, Hideki Wada points out that license surrender may affect the quality of life and health of elderly people, so careful judgment is required depending on each individual's situation.

And then there's the issue of transportation. If depopulation progresses and public transportation such as trains and buses stop operating, it would be good if the government could ensure transportation for residents. There may be no other way than to consider each case individually, taking into account all of these factors.
